Electricity network services with our contractor partners
With 435,000 customers, Elenia is Finland’s second largest network service company. We produce our services in collaboration with our partners. We see to the functionality of the electricity network, build the electricity network and connections, meter our customers’ electricity consumption and deliver the energy measurement information to electricity suppliers. We renew the ageing electricity network into a weatherproof network and develop smart electricity network solutions. Our procurement complies with the public procurement legislation. We obligate our partners to operate in accordance with Elenia’s ethical principles and procurement policy.
The employment effect of our investment programme is approximately 1,000 man-years annually. Our procurement and contract models increase the continuity and predictability of our partners. We help to ease the seasonal fluctuations of the construction industry by planning the resources and schedules early. The cooperation is based on our strategic partnership management model where scorecards promote performance and continuous improvement.
Since 2009, we have constructed all new and replaced electricity networks as underground cabling. The replacement of the electricity network employs nearly a thousand excavation and electricity professionals in the provinces.
Our wide-scale construction is enabled by our extensive network of partners. Together with them, we develop our operating methods and promote our partnerships. We use different procurement models of which framework agreements cover approximately 50% of the projects. We also invite project-specific tenders from contractors. In addition to building a weatherproof network, we procure timber processing, power station and regional electricity network projects.
Regional partnerships
Elenia has made regional agreements with five partner companies. The agreements include unit-priced design, construction, maintenance, troubleshooting and service tasks. Elenia’s geographical area of responsibility is divided into 20 contract areas, each of which includes one regional partner. Our regional network and service partners under contract until 2024 are: Omexom, TLT-Connection, Eltel Networks, Elite Group and Exsane.

Smart material and ICT solutions
To build and operate an electricity network, we need smart material and ICT solutions, which we procure subject to long partnership agreements. We procure materials from our strategic partners subject to direct global framework agreements. We ensure open competition with material solutions based on common standards as well as well thought-out left-field product solutions. We promote competition by offering the option to use logistics services.
We are constantly developing our distribution network construction solutions with existing as well as potential partners. This also includes network ICT systems and components. We use innovative procurement methods. We implement an innovative procurement procedure, for example, to develop and acquire smart electricity meters as well as solutions related to accumulator banks.
What’s more, we engage in the indirect procurement of, e.g. HR, financial administration and PR services.
